Dr. Jan Lee currently serves as the chief executive officer of the Delaware Health Information Network (DHIN), the nation’s first statewide clinical health information exchange. Overseeing a budget of $8.5M, she works with key leaders in the state and the statewide healthcare community to aggregate clinical data from hospitals, laboratories, radiology centers, ambulatory practices, and health plans into a longitudinal health record.

Dr. Lee is a board-certified family practice physician with a master’s degree in medical management and a wealth of leadership experience. Before joining DHIN, she was vice president of Knowledgebase and Content for NextGen Healthcare, a leading vendor of health information technology products and services, where she was responsible for the development of clinical content in 26 medical specialty areas for the NextGen electronic health record.

She transitioned to NextGen from a career in the United States Air Force, where she had worldwide assignments in clinical settings from outpatient clinics to medical centers, several academic appointments, and varied leadership and command assignments. She served in a senior leadership capacity at Headquarters, Air Force, as the Chief Information Officer of the Air Force Medical Service.

She steered management of a $3.2 billion IT portfolio supporting 130,000 Department of Defense healthcare employees and 9.1 million beneficiaries worldwide. She led implementation of the Department of Defense electronic health record (EHR) throughout the Air Force to 75 facilities of all sizes supporting all medical and surgical specialties and subspecialties. Dr. Lee has served on a range of national-level committees and workgroups and is frequently sought as a speaker on health and health IT topics. Her specific areas of interest are health policy and the use of health IT to improve clinical practice and population health. Recent recognition includes listing in Guide to America’s Top Family Doctors and Who’s Who in America and selection by Cambridge Who’s Who as Executive of the Year.

Mike Lewis is Chief Growth Officer of Delaware Health Information Network (DHIN), where he drives organizational growth, strengthens strategic partnerships, and expands the value DHIN delivers to healthcare organizations across Delaware.

Lewis brings more than 15 years of leadership experience helping healthcare organizations leverage data, technology and value-based care strategies to improve quality, patient outcomes and operational performance. Throughout his career, he has partnered with health systems, physician organizations, accountable care organizations (ACOs), and healthcare technology partners to build solutions that support better care delivery and more informed decision-making.

Prior to joining DHIN, Lewis served as Vice President of Customer Success and Sales for Healthmonix, where he helped fuel significant company growth, expanded enterprise partnerships, and guided healthcare organizations nationwide through quality reporting programs, value-based care (VBC) initiatives and electronic health record (EHR) integrations.

Earlier in his career, Lewis held a variety of sales, customer success and healthcare technology leadership positions, sharpening his expertise in strategic growth, business development, customer retention and healthcare analytics. He has worked closely with healthcare executives and clinical leaders to help organizations get more value from their data and improve performance in an increasingly complex healthcare environment.

Known for building strong relationships and translating complex healthcare challenges into practical solutions, Lewis is passionate about connecting stakeholders around a shared vision and advancing the use of trusted health information to improve care for patients and communities.

Lewis earned a Bachelor of Science degree in marketing from Rutgers University and a Master of Business Administration from Drexel University’s LeBow College of Business.

Scott Perkins became DHIN’s general counsel in January 2019. As general counsel, he reports directly to the chief executive officer and oversees DHIN’s legal and compliance functions. Since 2020, he has also served as DHIN’s privacy officer and is responsible for advising the organization on the appropriate and effective use of data.

Before joining DHIN, Perkins was a partner in a full-service national law firm specializing in corporate, commercial, and government litigation and was a member of the firm’s health-law group. Earlier in his career, Perkins served as Deputy Legal Counsel to Delaware Governor Jack Markell, was a Deputy Attorney General representing the State of Delaware’s Division of Medicaid and Medical Assistance, and spent several years litigating corporate and complex commercial matters in the Delaware Court of Chancery. Perkins holds a bachelor of arts degree in history from James Madison University and a JD from the University of Pennsylvania.

Michael Sims has served as the senior finance executive of DHIN since 2009. He is responsible for establishing financial reporting, policies and procedures, business intelligence and analytics, EMR vendor contract development, and new business development. In 2011, when DHIN migrated from being housed under the State of Delaware to an independent entity, he led the development of a financial sustainability model that contributed to DHIN achieving independence.

Before joining DHIN, Sims led financial management efforts for numerous divisions for 18 years at MBNA and Bank of America, where he was the CFO for the company’s Business Card, Deposits, and Credit Insurance product lines. He was chosen to lead the financial and analytical efforts of several of the company’s start-up divisions, including Internet and Research and Development. He earned the Financial Award of Excellence for his work in partnering with 12 domestic and international business lines to evaluate the enterprise impact of the internet. While in research and development, Sims was instrumental in the financial and strategic development of numerous new products and services.

Alex Vaillancourt joined DHIN as chief information officer, bringing extensive experience in healthcare technology, interoperability, and analytics. Reporting directly to DHIN’s chief executive officer, Vaillancourt oversees the organization’s technology strategy, ensuring the development and implementation of innovative data solutions that support providers, health systems, and payers across Delaware.

Before joining DHIN, Vaillancourt served as senior vice president and chief information officer at The Health Collaborative, a Cincinnati-based organization focused on interoperability, analytics, and regional quality improvement. His career spans leadership roles across various sectors of the healthcare ecosystem, including ambulatory practices, rural hospitals, large health systems, insurance payers, and consulting.

A long-standing member of CHIME and HIMSS, Vaillancourt has served on multiple chapter boards and committees. He is currently the co-chair of Civitas’s Standards & Technology Workgroup and a member-at-large on the Central & Southern Ohio HIMSS Chapter board of directors. A recognized thought leader in healthcare IT, he has presented at numerous conferences and universities on topics ranging from electronic medical records (EMRs) and data quality to analytics and technology modernization.
