The HCCD collects healthcare claims, enrollment and provider data from Medicare, Medicaid and the seven largest commercial health insurers in the State of Delaware.

How to Request Access to the HCCD

To request access to the Healthcare Claims Database, fill out the form below and email it to ServiceDesk@dhin.org. A review committee considers every application individually.

After the committee reaches a decision, DHIN will post a public notice on its website stating that it received an application for data access and identifying:

  • The party that submitted the application and the purposes of the application.
  • The committee’s decision to grant or deny the application.

The committee’s final determination shall not be subject to appeal.

HCCD Data Use Agreement

This agreement outlines the terms and conditions for how DHIN will release HCCD data and how the requesting organization may obtain, use and share it.

Delaware Data Access Review Committee

The Data Access Review Committee (DARC) oversees and evaluates requests for access to the Healthcare Claims Database and clinical data. The committee ensures requests are reviewed consistently, securely and in compliance with data governance standards. This process helps protect data privacy while supporting appropriate research and policy use.
