DHIN and Hightower Clinical Sign Master Service Agreement 

DOVER, Del. (Aug. 12, 2025) – Delaware Health Information Network (DHIN), the First State’s Health Information Exchange, signed a master service agreement with Hightower Clinical, a leading Clinical Trial Site Organization, to bring more clinical trials to Delaware. The agreement will generate new treatment options for Delawareans as well as contribute to the drug and diagnostic development process. This will be the first time Hightower conducts clinical trials in Delaware.  

Currently, Delawareans have limited options to participate in clinical trials, which generally take place at Delaware’s large medical centers. The agreement between DHIN and Hightower Clinical will provide a pathway for more types of clinical trials to take place in more locations in Delaware. 

“Attracting more clinical trial research opportunities to Delaware will provide more care options to Delaware patients struggling with chronic issues and will also help advance the cause of medicine,” said Emily Hubbard, senior manager for clinical trial research at DHIN. “Finding the right patients at the right time is where most clinical trial projects struggle and fail. DHIN’s robust data and long-standing relationships with most of Delaware’s practices and hospitals will significantly help to reduce this risk and improve the success rate of clinical trial research in the state.” 

DHIN’s extensive claims and clinical database make it easier and faster to find the right patients for clinical trials in Delaware. When a clinical trial sponsor needs Delaware patients, they can send their study requirements to DHIN’s Analytics Team. DHIN then analyzes de-identified patient data to pinpoint which Delaware practices and health systems have the most suitable candidates. 

This approach reduces the time and cost typically involved in finding trial participants. Instead of a broad system, physicians in the identified practices can speak directly to their qualified patients about the trial, allowing patients to make an informed decision about participating.   

For seven years, Oklahoma City-based Hightower Clinical has been a nationwide supporter of clinical trials. As a clinical trial site organization, Hightower Clinical provides staff and physician training and staff oversight at whatever level a participating clinic requests.
