Delaware Health Information Network Announces Board of Directors Updates
DOVER, Del. (Nov. 6, 2025) – Delaware Health Information Network (DHIN), the first statewide Health Information Exchange (HIE) in the nation, today announced several updates to its Board of Directors.
DHIN announced the retirement of several long-serving members from its Board of Directors whose leadership and commitment have helped shape the organization’s success, including: Mr. Randy Gaboriault, who retires after fourteen years of service, most recently as DHIN’s longest-serving Chairman of the Board; Ms. Faith Rentz, who concludes seven years of service, including her tenure as Secretary of the Board; Mr. A. Richard Heffron, who retires after 20 years of service, most recently serving on the Executive Committee; and Drs. Jeffrey E. Hawtof and Randeep Kahlon, who conclude 12 and 16 years of service, respectively.

Hawtof and Kahlon for their many years of dedicated service to our organization,” said Jan Lee, CEO of DHIN. “Their leadership, insights, and guidance have been instrumental in driving DHIN’s growth and advancing our mission.”
DHIN also announced the appointment of three new members to its Board of Directors: Ms. Stephanie Hartos, Dr. Rachel Hersh, and Mr. Tim Gibbs. Ms. Hartos is the Director of Statewide Benefits and Insurance Office with the State of Delaware, where she has served in multiple public health roles, including epidemiologist and public health administrator. Ms. Hersh is the Chief Executive Officer of La Red Health Center, Inc. Before joining La Red, she was an executive in the community health space in Pittsburgh, Pennsylvania. Mr. Gibbs is the Director and Principal Investigator of the Delaware Health Force program of the Delaware Academy of Medicine and Public Health, where he previously held the role of Executive Director.
